Work Plan

Phase I. Starting phase

The starting phase will last two years (2018-19) and focus on assessing the needs, framing the problem and training. The essence of this phase is to organize joint meetings, workshops and courses to obtain a deeper understanding from the drivers, impacts and mitigation of climate change and air pollution in Brazilian cities. Based on this first assessment, some proposals will be prepared and used to obtain German and Brazilian research funding for the second phase of KLIMAPOLIS. Three work packages (WP) are considered in phase 1:

 

WP 1 – Assess City and Stakeholder Needs. (Lead: UHH and USP)

This WP will discuss the methods to (1) synthesize existing information to quantify the current air quality and carbon footprints of the KLIMAPOLIS cities, (2) assess their governance structures pertaining to air quality and climate change, (3) identify knowledge gaps where additional information is needed to quantify the sources of air pollutants, carbon emissions in each city and (4) generate an overview of planned and potential mitigation measures.

 

WP 2 – Regional CC and AP analysis and modelling (Lead: MPI-M, RIU and INPE)

The training and discussions in this WP will cover how to (1) fill the knowledge gaps identified in WP1 using state-of-the-art techniques for source attribution (e.g. EURAD-IM), (2) integrate city-scale emissions into regional level inventories to facilitate the local scale modelling, (3) undertake base model simulations using the global climate (e.g. ECHAM, ICON), regional climate (e.g. REMO) and air quality (e.g. EURAD-IM) models and compare the results with results of Brazilian groups at INPE and USP, (4) improve city emission inventories where needed and create updated pollutant source maps for each city.

 

WP 3 – Integrated Assessment, dissemination and decision-making tools (Lead: GERICS and Funceme)

This WP aims to (1) enhance cross-sectoral knowledge about climate change impacts from the local to the regional level, (2) identify the key regional vulnerabilities and risks of climate change and air pollution in KLIMAPOLIS cities, (3) design dissemination tools to provide a deeper understanding of these risks as well as the actions to reduce those risks and (4) development of climate service products to support decision-making for e.g. the Adaptation Toolkit for cities developed at GERICS.

 

Phase II: Consolidation phase

The consolidation phase is three years (2020-22) and focuses on solution-oriented data and knowledge generation, integration and feedbacks. Based on the achievements in phase I, the following WP are considered:

 

WP 4 – Realizing Change - Assessing Effectiveness of CC and AP Mitigation Strategies (Lead: MPI-M and INPE)

This WP will (1) create emission scenarios for the selected common mitigation measures (identified in WP1), (2) evaluate the impact of these measures on air quality and carbon emissions using the KLIMAPOLIS models, including a comparison of these impacts across the KLIMAPOLIS cities, (3) assess the impacts of global climate change on city-level climate and air quality and (4) conduct experimental studies to assess the effectiveness of measures on air pollutant and carbon emission concentration reductions.

 

WP 5 – Knowledge Integration and Trade-off Analysis (Lead: GERICS and Funceme)

This WP will (1) estimate health effects and conduct a cost-benefit analysis of the selected common mitigation measures and (2) build on the information generated here and in the previous WPs to develop a toolbox for holistic assessment of climate change and air pollution mitigation measures for Brazilian cities.

 

WP 6 – Transdisciplinary Stakeholder Engagement, Policy Support, and Awareness Raising (Lead: UHH and USP)

This WP will (1) refine and apply a transdisciplinary work process to coordinate stakeholder engagement throughout the WPs, (2) foster greater engagement to advance societal transformation to an air pollution free, green and low carbon economy and (3) deliver policy engagement and support.
